I would think the VSSL you could put together some plastic PVC pipe with screw caps and make your own. I guess another challenge with something this small and expensive is that you won't take out the survival supplies to try them out. They would be too hard to put back in, and too expensive to replace. Thus you won't practice with them, and you won't know how effective the items are in the kit. Just a thought....
The emergency whistle with the other supplies, I see the Amazon reviews there is one saying some of the items really don't work, and another where there wasn't any instructions on how to use them.... For the price, its not bad. Just wonder if you wouldn't do better to go to the dollar store and pick up a whistle, lighters, compass, and some cord and come out cheaper.
I had a similar all in one tool but the whistle didn't work well, it came with a magnifying glass that didn't work well, and the compass really is only good for general direction. Certainly couldn't do any serious land nav with it.
