What do these regions represent? I'm new here.

Just a way of identifying with an area without having to pinpoint your location. Like I live in GA Region 3 and my retreat is in GA Region 2. In GA it's been a way to put together meetings and events. As the Alabama representation grows, it could be used fo that sort of thing.
Also - welcome aboard! Why don't you drop a quick post in our introductions area? We look forward to having you.

I don't think anyone is "in charge". We are very independent individuals. Those that take the initiative to organize a region activity are perceived to be leaders. So Country Singer is right, You could be.
